Is Water more valuable than Oil?

Info: Lea County Line lies at the south-east corner of New Mexico, directly connected to north-west Texas. Lea County also holds highly nutritious soil, which carries potassium, calcium and magnesium. The famous oil boom, the accessibility of healthy groundwater and the soil quality led to vast changes in and around Lea County and to a very fast and diverse population growth, which continuously brings about struggle in the area — able to cause any possible success and disaster scenario.
